Julia Carver

Dr Julia Carver is an Assistant Professor in Cybersecurity Governance at Leiden University and Research Fellow at the Hague Program on International Cyber Security. She earned her DPhil in International Relations at the University of Oxford (Nuffield College) as the recipient of an ESRC/UKRI studentship. At Oxford, she founded the Cyber Strategy and Information Operations Working Group with the support of SST-CCW and Nuffield College (now known in its current form as the Oxford Technology and Security Nexus). She also worked as a Research Associate at Oxford's Department of Computer Science and as a Stipendiary Lecturer in Politics for Magdalen College for three years. Prior to the DPhil, she completed an MPhil in Politics (European Governance) at Oxford with Distinction, and a Bachelor of Arts (Honours) at Queen's University in Canada, specialising in Politics and Modern European Languages.
