China’s Global Strategy under Xi Jinping

Steve Tsang, SOAS

With the introduction of Xi Jinping Thought, Xi had put in place a global strategy for China, which replaced Deng Xiaoping’s pragmatic approach to "bide and hide." This strategy is global in its scope and is based on Xi Thought.  It has two pivots. The primary pivot is the Global South, winning the support of which is central to Xi’s vision to forge a common destiny for the humankind, through a process he calls “the democratization of international relations.” This is fundamental to Xi’s vision for China to take over the international system centered on the UN, in order to transform what remains of the liberal international order into a Sino-centric tianxia order.  The second or complementary pivot is for China to take Taiwan against US wishes, making it a transformational event to mark the advent of Chinese global pre-eminence. Xi’s vision for China is to establish Chinese global pre-eminence on Beijing’s terms, not to replace the US as the global hegemony, which would have implied accepting global hegemony on terms laid down by Washington since 1945. The presentation will address these issues and its implications for the world.

Steve Tsang is the Director of the SOAS China Institute. Before taking on his current position in 2016, he was the Head of the School of Contemporary Chinese Studies at the University of Nottingham and a Professorial Fellow at St Antony’s College, Oxford.
